Solution: Publish form to Sharepoint as a content type.

When you publish a form to a Sharepoint Library, there is a one-to-one relationship, and you can only use that form with that library. Publishing your form as content type allows you to use them throughout your Sharepoint site as well as multiple forms in one Sharepoint Library.

To publish your form as a content type:

Site URL

Enable form filling in browser; create a new content type

Save the form in a form library

Your Content Type is available and can be added to any document library as a new content type (enable management of content type first).
